Prepare for Combat (ARTEP 7-8 MTP page 5-237)

1. The platoon leader receives the order from the company commander.

2. The platoon leader conducts steps 2-7 of the troop leading procedures.

3. The platoon members concurrently perform personnel and equipment checks under the supervision of their leaders.

4. The platoon leader issues the order to subordinates providing them with two thirds of the available time to develop the plans, brief personnel and conduct rehearsals.

5. The PSG requests CS assets.

6. The platoon leader or his authorized representatives coordinate plans and actions with higher, adjacent and supporting units.

7. The platoon leader (PSG, SL) receives attachments.

1. The purpose of this memorandum is to revise the maneuver plan for a Squad React to Contact Live Fire exercise. This concept replaces the existing lane SRC 2 and SRC 3. This request is IAW U.S. Army Garrison-Panama External SOP 385-63.

 

2. The Squad React to Contact Live Fire is conducted in daylight hours only and includes small arms only. This exercise utilizes the Eastern and Northern border of the Pina Impact Area. The following Lanes, 2 and 4, 3 and 5, will not be occupied at the same time. The lanes will be used in the following sequence: Lanes 2 and 3, or Lanes 4 and 5. Safety control measures are outlined in enclosure 1.

3. The Squad React to Contact Live Fire is conducted in two phases.

 

a. Dry fire and Blank fire. Prior to any live fire, each squad will conduct a minimum of one dry fire within 72 hours of the SRC. Additionally, each squad will conduct a minimum of one blank fire prior to any live fire. The squads will demonstrate proficiency in the enabling maneuver and fire control tasks before conducting the live fire.

 

b. Live Fire. The squad conducts each live fire in two phases: Maneuver and assault.

 

(1) Maneuver Phase. The squad maneuvers approximately 200-400 meters using the appropriate movement formations. The direction is determined by the O/C in a FRAGO.

 

(2) Assault Phase. Once the support element has secured the objective, the assault element will attack through the objective bounding by fire teams (utilizing individual movement techniques) up to the limit of advance (LOA). At the LOA weapons will be cleared by the squad leader during consolidation and reorganization. After the objective is seized, special teams go onto the objective (with cleared weapons) to perform their required tasks. Once the squad leader has consolidated and reorganized his element the live fire ends. The squad leader ensures that all weapons on the objective are cleared prior to withdrawing.

 

4. All small arms targets are masked by the high ridges and hilltops within the impact area. E-type silhouettes/dummies will serve as personnel targets.

SQUAD REACT TO CONTACT (SRC)

RANGE REQUIREMENTS

 

1. JOTB will designate the following for each lane while conducting the squad react to contact live fire:

a. Range Officer in Charge (OIC) in the rank of SSG or above with direct fire range certification.

b. Range Safety Officer (RSO) in the rank of SSG or above with a direct fire range certification.

(1) The Safety or OIC will accompany the maneuver elements on all live fires.

(2) The Safety or OIC will ensure the element has correctly identified the targets and is knowledgeable of the range limits by walking with them on the blank fire.

2. Prior to conducting the exercise, it is required that the Range OIC & RSO be thoroughly familiar with AR 385-63, the scenario of the exercise, and locally established range procedures to ensure safety and proper conduct of the range.

3. Required Safety Control measures:

a. The lane O/C will provide the safety briefing prior to conducting training.

b. Unit leaders will be given an orientation of the SRC lanes detailing the actions taken in the assembly area, the line of departure/release point and the after action review site.

c. All squads will conduct a blank fire rehearsal on similar or exact terrain prior to conducting a live fire. The live fire will be conducted in the exact way the blank fire was conducted. Following the blank fire, squads will withdraw back to the assembly area. Squads will then download their blank ammo, upload live ammo, conduct an inspection looking for blank adapters still on weapons and type of ammunition being carried. After the units inspection, the Range OIC or RSO will determine if the unit may progress to the LFX.

d. The rotational unit will position one radio with RC-292 or OE254 antenna on Range Control Frequency (44.10) at PINA 25. The Range OIC / RSO will open / close the range as required by range control.

e. Medical coverage: One medic with evacuation vehicle will be at PINA 25, with required medical supplies (backboard, neckbrace and aid bag) ready to move to any of the 5 SRC lanes.

f. A visual sweep of the objective and of the roads / trails leading into it will be conducted by the lane safeties prior to initiation of the exercise.

g. Maintain communication between all Controllers / Safeties. Each Controller / Safety will have a Motorola with two batteries.

h. The location of the range flag is at the entrance of each range where range control designated.

i. The assault element will fire 5.56mm and 5.56mm linked only, unless commander approves additional ammunition.

4. The SRC Live Fire Execution ( refer to the Diagrams ). The maneuver element will be trucked to the SRC lane, from PINA 25, and let off at their respective Assembly Area (1).

The O/C’s will conduct a safety briefing and range orientation. When blank ammunition has been distributed (2) and the range has been opened, the squads will move to the ORP (3). Once squads have been briefed and are prepared to move, the O/C will guide the squad to the release point (4). Once past the release point, the squad will lock and load. Once actions on the objective have been completed,(6) the squad will withdraw and move to the AAR site(7). After the AAR is complete the squad O/C’s will direct the squad to the ORP for the live fire iteration. After the first element has moved off of the objective and is at the AAR site, the next squad will move to the release point and prepare to move to the objective.

1. Instructional Intent:

 

a. Narrative: As the observer controllers on the Squad React to Contact Lanes it is our intent to supervise safe blank and live fire iterations for every squad in the unit.

 

b. Instructor to Student Ratio: 2 to 30: It is imperative to have 2 instructors minimum for each lane so that the physical demands of running a lane up to 16 times a day are not absorbed by 1 instructor. We can run up to 3 lanes and this requires 6 instructors for the lanes. Therefore, to run an entire company through in a day it requires 6 Observer/Controllers.

2. Learning Objectives:

 

a. Task: Conduct a Squad React to Contact Live Fire Exercise.

 

Condition: Given a 9 man squad equipped with its TO&E equipment and series of 3 to 5 targets on a 200-400m lane in the jungle.

 

Standards: The squad will maneuver down a designated lane and destroy any enemy on the lane without suffering any casualties IAW MTP 7-8.

 

b. Task: Conduct a Squad React to Contact Blank Fire Exercise.

 

Condition: Given a 9 man squad equipped with its organic equipment, a dedicated OPFOR and a 200-400m lane in the jungle.

 

Standards: The squad will manuever down a designated lane and destroy any OPFOR on the lane without suffering more than one (1) casualty and zero (0) fratricides.

 

c. Task: Move as a fire team.

 

Condition: Given a fire team leader, 3-4 team members and a 200-400m lane in the jungle.

 

Standards: The team leader will maneuver his team members using the correct individual movement technique while patrolling in the jungle.

 

d. Task: Maneuver a squad. Condition: Given a 7-9 man squad and a 200-400m lane in the jungle.

 

SUMMARY/INSTRUCTOR’S GUIDE

Standard: The squad leader will maneuver his fire teams using the correct movement technique while patrolling in the jungle.

 

3. Safety and Environmental Considerations: This training is rated High Intensity.

 

a. Hazards: Live rounds going down range, difficult terrain, flora and fauna.

 

b. Controls: An Observer/Controller walking with each squad. Each squad must successfully complete a dry fire and blank fire iteration before they are given live rounds. Dry fire must be accomplished within 72 hours of the SRC

 

c. Cease fire conditions: If a squad can not demonstrate proficiency in the blank fire or if the weather condition deteriorates visibility to a point where all squad members cannot be seen. Any unsafe act will also cause an immediate cease fire condition.

 

4. Advance Assignments: Each squad member must be able to perform IMT proficiently and each squad leader must be able to maneuver his fire teams. A squad must be proficient in Battle Drills 2 & 1A, FM7-8 and work out internal control SOPs.

 

5. Unit Training Concept:

 

a. Narrative: Upon arrival at their SRC lane each squad will receive a safety brief. Squads will then be assigned a lane. Squads will rehearse battle drills on the SRC lane while they wait to conduct their blank fire. Each squad will be required to successfully complete a blank fire iteration through their lane prior to execution of a live fire iteration.

 

b. Phases:

(1) Dry fire within 72 hours on similar terrain

(2) Blank Fire Iteration all squads

(3) Live Fire Iteration all squads

SQUAD MOVEMENT TO CONTACT (SRC) Live Fire Exercise (LFX)

1. SITUATION:

A. ENEMY SIT:

1. Composition/Disposition/Strength: Achiote forces are operating in the area of operations. They are organized into 3-5 man patrols. They are armed with small arms (M-16/AK-47s, RPK Mgs, pistols, etc.). They are dressed in BDU’s or olive drab fatigues with no rank indicators, and usually wear a jungle hat or beret. Recent activities include ambushes of small friendly units, mining of roads and trails, sniping and emplacement of booby traps. The Achiote forces establish small patrol bases to rest, cook and resupply water/chow. These sites are usually near a water source.

2. Most Likely Course of Action: The enemy patrols will establish small patrol bases. If surprised in their patrol bases they will attempt to defend locally until overwhelmed and then break contact. The enemy may attempt a local reinforcing counterattack (with-in 10 minutes) by a nearby patrol if something of necessity or value is located within the abandoned patrol base (i.e. large cache of weapons, radios, etc.). Additionally, they may attempt sniper attacks during friendly unit consolidation and reorganization.

B. FRIENDLY SIT:

2. MISSION: ______Platoon conducts an attack along Axis Blue __________ NLT ____________ to destroy enemy personnel and equipment in sector in order to prevent elements of Achiote forces from operating in AO Hammer.

 

 

3. EXECUTION:

A. CONCEPT OF OPERATION: (See Annex A, Operational Graphics). The purpose of this operation is to locate and destroy enemy personnel and equipment in sector. We will accomplish this by conducting MTC in the platoon sector and attacing suspected templated positions (march objectives) with two squads attacking and one ssquad in reserve. This will allow us to fix the enemy with one squad while the trail squad maneuvers thus preventing the enemy from escaping and neutralize enemy operations in this area of operations. One squad (main effort) will conduct MTC and attack a suspected cache site. The key to success in this operation is upon contact, rapid and violent manuever on the enemy before he can organize and break contact.

5. No less than 6 soldiers per squad.

7. Squads must conduct dry rehearsals within 72 hrs of mission execution.

8. All platoons will link-up with a guide at the assembly area.

9. The mission requres one PRC-77/SINCGARS with a OE 254/292 per company.

1. The Squad React to Contact (SRC) LFX is designed to allow units to conduct squad Battle Drills 1A and 2, IAW FM 7-8 (Drill), ARTEP 7-8 MTP and FM 90-5 in a jungle environment. In order to facilitate the smooth flow of training for the using unit, the following requirements and recommendations are provided to the using unit.

 

2. Units conducting the SRC LFX training will ensure that the following equipment/range requirements are present at the range during the scheduled day of training. These requirements are the responsility of the using unit to cooordinate and prepare.

 

a.) One (1 ea) OE-254 antenna, 2 FM radios (PRC-77 or PRC-119 SINGCARS) and a dedicated radio watch to monitor Range Control freq (44.10 Mhz-plain text) until mission is complete. The unit will provide a radio watch to make hourly radio checks with Atlantic Range Control on this net and to relay messages. (Call sign for the range is Pina 25). The antenna can be signed for from your unit or the JOTB commo section the day prior to training. Additionally, using unit must be prepared to set up and operate a retrans site in vicinity of Firing Point 1, at Pina Range area in the event of unsatisfactory atmospheric conditions for FM commo.

b.) Four (4 ea) qualified medics with aidbags and one front line ambulance (FLA). The FLA will be signed for from JOTB motor pool. The FLA and two (2ea) medics will remain at SRC Lane 2 (middle lane) during the conduct of training. One medic each will remain with the FLA, and one will walk with the squads conducting SRC on each lane. Additionally, the other two medics will walk with squads on Lanes 1 and 5 respectively, to provide medical coverage for squads training in those locations. We highly recommend that the FLA deploy along with the main body’s trucks in order to prevent the FLA/medics from getting lost.

c.) A dedicated ammo truck (HMMWV) is required to carry ammunition only, and coordination must be done with JOTB Ammo Section to ensure that ammunition types for other ranges can be mixed (i.e. no mortar or demo carried with ball ammo). Again, we recommend that the ammo truck follow the main body trucks to prevent a break in contact. Blank ammunition ONLY may be carried in troop-carrying trucks to the training site and back but must be issued at the platoon assembly areas.

d.) A fifteen (15) man OPFOR/range detail is required to provide feedback during blankfire iterations and range preparation/cleanup. This is an internal rotational unit requirement. The chain of command will ensure that range police is conducted after training is completed. Failure to do so will result in soldiers being pulled from training to perform the range details. This detail will be transported to the range with the main body of the using unit.

 

3. Scheme of Maneuver for SRC LFX:

 

a.) Units will be escorted by an O/C (from Team 2, Alpha Company, JOTB) from the troop barracks (BLDG 210-214) on main post to Pina 25 range training area on the day of scheduled training. Once there, the platoons will be dropped off at their respective training lanes with an O/C : 3rd platoon will train on SRC Lane 1, 1st platoon and company headquarters (CDR/radio watch, etc.) will be dropped off on Lane 4, and 2nd platoon will train on Lane 5.

b.) The Team Sergeant for Team 2 will coordinate with the rotational unit 1SG or XO as to where to position the OE-254 and FM radio for radio watch. JOTB instructors will perform the duties as Range OIC/RSO and will be responsible for opening and closing the range for the using unit.

c.) Once all platoons are at their respective LFX lanes they will receive a Range Safety Brief from the O/Cs that will be operating that lane. The lane O/Cs will brief range fans, right and left limits, the tactical situation, movement azimuth, assembly area location, line of departure location, limits of advance, AAR location, and handling/avoidance of plants and animals.

d.) All squads will conduct dry fire and blank fire rehearsals prior to the issue of live ball ammuntion. Blank fire rehearsals will be conducted on a "similar terrain" blank fire lane which runs adjacent to each LFX lane. The first blank fire lane is a "free play" exercise with OPFOR. The squad leader is allowed to manuever his element as he wishes. However, if the first iteration of the blank fire is out of the range fan or unsafe acts occur, the squad will be required to reexecute in order to be validated by the O/Cs. The validation blank fire must be conducted as a frontal attack as the range fans cannot support a wide or sweeping flanking attack due to range constraints

e.) A JOTB O/C will walk with each squad during the conduct of the blank fire rehearsal and the live fire iteration. The O/Cs will have the authority to require the rotational unit to conduct more than one blank iteration if they feel the unit is not prepared to live fire. If the rotational unit chain of command feels that the unit is not executing the drills to standard they may conduct another blank or live fire iteration until the standards are met (ammunition dependent). No fires are permitted by Range Control after 1700 (unless coordinated prior).

f.) After each blank fire and live fire iteration JOTB O/Cs will conduct a squad level AAR.

g.) Once the squads have acheived the minimum task standards and completed the LFXs, platoons will conduct a police call of their respective range lanes. When complete, O/Cs will coordinate for transportation back to Ft. Sherman cantonement area.

 

4. Additional instructions:

 

a.) M-60 or M-240G machine guns are not authorized to be live fired on the SRC lanes unless it has been approved by the commander and a new range concept has been completed and coordinated in advance (ADVON or LNO visit). However, in lieu of the new concept, units may employ M60 machine guns tactically using blank ammunition only.

b.) The rotational unit is responsible for conducting all real world MEDEVACs for casualties. If needed, JOTB personnel can assist with MEDEVAC procedures as required.

c.) It is the rotational unit’s responsibility to account for all ammunition. The unit chain of command will ensure that all weapons are rodded off the range and that a thorough brass and ammo shakedown/check is conducted prior to movement back to Ft. Sherman. The PSG at each lane will give a count and type of all ammunition expended (i.e., 5.56mm ball, 5.56mm linked, with amounts), as well as number of personnel trained to the O/C present so that the range may be closed properly.

d.) The following ammunition types may be utilized on the SRC lanes:

e.) Platoon leaders or Platoon sergeants are highly recommended to utilize squad radios to communicate with their squad leaders during the exercise in order to provide a more realistic "train as you fight" scenario.

 

5. Training Tips:

a.) In order to attain good results and increase the training proficiency of the using unit, we recommend that the using unit conduct the following training prior to the scheduled day of SRC. It is your training but here are a few tips that have been proved to increase "the learning curve" for units.

(1) Reveiw FM 7-8 and Battle Drills concerning react to contact/squad hasty attack.

(2) Reveiw and standardize squad SOPs.

(3) Ensure 10/20 level maintenance on all squad equipment: radios, aidbags, weapons, etc.

(4) Prehydration of soldiers and emphasis on hydration by chain of command.
